Crooks , Executive officer <br /> California Regional Water <br /> Quality Control Board <br /> Central Valley Region <br /> 3201 S Street <br /> Sacramento, CA 95816-7090 <br /> Dear Mr. Crooks : <br /> re: Investigation of Fish Kill in San Joaquin River <br /> The Department of Fish and Game (DFG) has concluded that waste <br /> discharges from the City of Stockton Regional Waste Water <br /> Treatment Plant (SRWWTP) were responsible for a fish kill in the <br /> San Joaquin River on the 19th and 20th of June , 1985 . <br /> A combination of low pH and high residual chlorine in the effluent <br /> coupled with low dilution at the point of discharge caused the <br /> death of approximately 5 ,000 fish and other undetermined biota. <br /> Replacement value for these animals is approximately $5,000 . <br /> The discharge violation and resulting fish kill were reported to <br /> Fish and Game Warden Emmett Lenihan at 1500 hours , June 20 , 1985. <br /> Warden Lenihan arrived on the scene at 1800 hours and noted that <br /> several hundred channel catfish Ictalurus punctatus, and other <br /> fish were floating on the surface with the largest concentration <br /> near the SRWWTP. <br /> James Griffin, Assistant Manager at SRWWTP, admitted that large <br /> amounts of waste water which was not dechlorinated was discharged <br /> into the river. <br /> SRWWTP records indicate approximately 25 million gallons of <br /> effluent with high residual chlorine and low pH values were <br /> discharged on the 19th and 20th of June. <br /> Flow records for the river indicate low volume reverse flow <br /> conditions were in effect and SRWWTP effluent made up an estimated <br /> two-thirds of total river flow. <br /> Possible causes for the fish kill was investigated as follows : <br /> Using the assumption that toxic materials entering the river other <br /> than SRWWTP would kill biota at pooiint nearest the source , canals <br /> i _/ O <br />
