Thomas J. Dosh, Director of Stockton Municipal Utilities <br /> Department <br /> Mr. Dosh will testify to the background and performance of <br /> the Stockton Wastewater Treatment Facility and as to <br /> mitigation measures taken or contemplated to prevent similar <br /> recurrences . <br /> 'L . Lynn E. Norton, Wastewater Superintendent <br /> Mr. Norton will testify to the events and factors leading to <br /> the subject incident; process decisions , impact of waste <br /> discharge requirement conditions , and mitigation factors . <br /> 3 . Laura Lazzelle, Laboratory Supervisor <br /> Ms . Lazzelle will testify concerning laboratory data, river <br /> monitoring, regulatory agency contacts , and the report of <br /> the fish kill by the City to the State. <br />
