CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> ORDER NO. <br /> REQUIRING THE CITY OF STOCKTON, SAN JOA COUNTY <br /> TO PAY ADMINISTRATIVE CIVIL LIABI T R <br /> VIOLATIONS OF BOARD ORDER NO. <br /> The California Regional Water Quality Con 1 Board, Central Valle ion, <br /> (hereafter Board) finds, with respect to the C y of Stocicton's acts or failures <br /> to act, the following: <br /> 1. On eight occasions, from 3 June t r ugh 17 Ju 1985, the City discharged <br /> effluent with total coliform c s in vi ion of the daily maximum <br /> effluent limitations of 500 MPN/1 <br /> 2. The City violated the monthly median f rm effluent limitation in June <br /> 1985. <br /> 3. On 17, 18, 39, and 20 June 1985, the City di a ed a total of approxi- <br /> mately 110 million ga of effluent with pH va s from 3.1 to 5.9, in <br /> violation of the efflu n of a minimum of 6.0. <br /> 4. On 19 and 20 June 1985City d s a total of approximately 25 <br /> million gallons of effluen ith rest c ine concentrations of up to <br /> 10.5 ppm, in violation of t fflue mitation of 0.02 ppm. <br /> 5. The discharge of chlorine an w pH waste caused the death of approxi- <br /> mately 5,00 s the San Jo u River, according to the Department of <br /> Fish and G <br /> 6. The City knew that it was violating the <br /> orine efflue imitation Within two hours, but allowed the discharge to <br /> ue for 24 h urs. <br /> 9. On 19 0 e the City's effluent made up about 2/3 of the entire river <br /> flow. C ty should have known of the 1pw-flow conditions in the San <br /> Joaquin R1v at the time. <br />
