.1 .d <br /> CALIFORNIA REGIONAL WATER QUALITY CONTROL HOARD <br /> CENTRAL VALLEY REGION <br /> 3201 S Street <br /> Sacramento, California 95816 <br /> NOTICE OF PROPOSED CIVIL LIABILITY <br /> AND PUBLIC HEARING <br /> for <br /> THE CITY OF STOCKTON, <br /> REGIONAL WASTEWATER CONTROL FACILITY <br /> SAN JOAQUIN COUNTY <br /> The Executive Officer of the California Regional Water Quality Control Board, <br /> Central Valley Region, has proposed that the City of Stockton pay $50,000 in <br /> administrative civil liability for acts or failures to act by the City, <br /> pursuant to Water Code Section 13350, resulting in violations of Board Order No. <br /> 80-116. <br /> The Executive Officer alleges that the City has violated discharge limitations <br /> for coliform, pH, arra residual chlorine. On 19 and 20 June the City of Stockton <br /> discharged approximately 25 million gallons of effluent with low pH and high <br /> residual chlorine concentration. This discharge resulted in the death of <br /> approximately 5,000 fish in the San Joaquin River. <br /> The City has requested a public hearing. The Board will hold one to consider <br /> whether to affirm, reject, or modify the proposed administrative civil <br /> liability, or whether to refer the matter to the Attorney General for recovery <br /> of judicial civil liability. The hearing will be held: <br /> DATE: 27 September 1985 <br /> TIME: 10:00 a.m. <br /> PLACE: Stockton City Council Chambers <br /> 45 North E1 Dorado <br /> Stockton, California <br /> At the hearing , the Board's staff, the City, and other interested persons will <br /> be given an opportunity to present evidence concerning the violations and <br /> proposed administrative civil liability. The City and interested persons may, <br /> but need not, be represented by counsel. <br /> If possible , written copies of testimony to be presented at the hearing should <br /> be furnished to the Board by 6 September 1985. <br /> /Y- <br />
