CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD
CENTRAL VALLEY REGION
3201 S STREET
SACRAMENTO, CALIFORNIA 95816
NOTICE OF PUBLIC HEARING
and
Notice of Application for Renewal of Waste Discharge Requirements
(National Pollutant Discharge Elimination System Permit)
for
THE CITY OF STOCKTON
SAN JOAQUIN COUNTY
The City of Stockton was issued an NPDES Permit on 22 June 1979 and has applied
for renewal of that permit to discharge an average 24 MGD of treated domestic
sewage to the San Joaquin River. During critical months , a tertiary plant can
treat up to 58 MGD.
Effluent limitations will control pH, temperature, biochemical oxygen demand, sus-
pended solids , and toxic and hazardous substances of the discharge. Receiving
water limitations will control dissolved oxygen and temperature in the San Joaquin
River. Pretreatment requirements for industrial connections to the system are also
included.
Persons wishing to comment upon or object to the new permit are invited to submit
same in writing to the Regional Board no later than 21 August 1980. All comments
or objections received prior to this date will be considered in the draft waste
discharge requirements. If no objections are received, the Regional Board will
issue discharge requirements after a public hearing which will be held as follows:
DATE: 22 August 1980
TIME: 10:00 a.m.
PLACE; State Capitol Building
Room 2117
(12th between L & N Streets)
Sacramento, California
Interested persons are invited to attend the public hearings to express their views
on the issues relating to the above waste discharge. Oral statements will be
heard, but for the accuracy of the record, all important testimony should be sub-
mitted in writing. Oral statements should be brief to allow all interested persons
time to be heard.
The Board's proposed and existing requirements, related documents, and all comments
and petitions received may be inspected and copied at the Regional Board office,
3201 "S" Street, Sacramento, California 95816, at any time between 8:15 a.m. and
4:00 p.m. , Monday through Friday. Copying of documents may be arranged through
the Central Valley Board by calling (916) 445-0270.
Please bring the foregoing to the attention of any persons known to you who would
be interested in this matter.
FOM/gs 7/23/80
WILLIAM S. JOHNSON, Supervising Engineer
