Adequacy of any pretreatment program shall be determined by conformance <br /> with the State Water Resources Control Board's "Guidelines for Determin- <br /> ing the Effectiveness of Local Source Control Programs" and EPA regula- <br /> tions governing pretreatment contained in 40 CFR 403. <br /> 9. The terms and conditons of the pretreatment programs, when approved, <br /> shall be enforceable through these waste discharge requirements. <br /> 10. The discharger shall comply with the attached Monitoring and Reporting <br /> Program No. <br /> 11. This Order expires on 1 August 1985 and the discharger must file a Report <br /> of Waste Discharge in accordance with Title 23, California Administrative <br /> Code, not later than 180 days in advance of such date as application for <br /> issuance of new waste discharge requirements. <br /> 12. In the event of any change in control or ownership of land or waste dis- <br /> charge facilities presently owned or controlled by the discharger the <br /> the discharger shall notify the succeeding owner or operator of the <br /> existence of this Order by letter, a copy of which shall be forwarded <br /> to the Board. <br /> I, JAMES A.
