(LFR) recently completed a soil gas investigation at the C&S One Hour Martinizing <br /> facility located in the Robinhood Plaza Shopping Center at 5756 Pacific Avenue in Stockton, <br /> San Joaquin County, California ("the Site"). The results of the investigation and <br /> recommendations for additional work at the Site were presented in our report entitled "Soil <br /> Gas Investigation Report, C&S One Hour Martinizing, Robinhood Plaza Shopping Center, <br /> Stockton, California," dated June 18, 2008 ("the Report"). The purpose of this letter is to <br /> document the results of a utility survey and present the proposed sampling locations, depths, <br /> and analytical methods for the next phase of investigation at the Site. <br /> Background <br /> Analysis of the soil-gas samples collected during previous investigations by LFR at the Site <br /> revealed the presence of tetrachloroethene (PCE) in shallow soil gas at concentrations that <br /> exceed Tier I screening levels (California Human Health Screening Levels [CHHSLs]). Results <br /> of a qualitative evaluation of the data collected during these investigations indicate that the <br /> concentration of PCE detected does not represent a likely threat to human health risk or <br /> underlying groundwater quality. However, LFR recommended additional investigation to <br /> confirm this evaluation with field data. <br /> As presented in Section 5.1 of the Report and discussed during our September 4, 2008 <br /> telephone conference call with you and Mr. Duncan Austin of the Central Valley Regional <br /> Water Quality Control Board, LFR proposes to collect soil and groundwater samples from <br /> three locations along the sanitary sewer pipeline that serves the building housing C&S One <br /> Hour Martinizing ("the subject building"). <br /> Utility Survey <br /> Maps showing the locations of existing underground utilities serving the Site were provided to <br /> LFR by the property management company for the Robinhood Plaza Shopping Center.
