The report concludes that <br /> the application of winery processing wastewater to land at the Delicato site is contributing to the <br /> degradation of groundwater quality beneath the facility. The report also states that Delicato <br /> Vineyards is assessing its process chemical usage and is reducing the usage of some chemicals <br /> that may be contributing to the groundwater degradation. <br /> In general, staff concur with the report conclusions and with Delicato Vineyards' attempt to <br /> reduce its chemical usage. However, in order to ensure that this problem is addressed in an <br /> adequate and timely manner, our intention is to ask the Executive Officer to issue a Cleanup and <br /> Abatement Order(CAO) in the near future. A CAO is warranted because activities at the facility <br /> have caused waste to be discharged in a manner that has created or threatens to create a condition <br /> of pollution. Prior to issuance of the CAO, staff will prepare a draft for your review and <br /> comment. We anticipate having the draft completed within a week and providing you with <br /> approximately three weeks to respond with any comments. <br /> If you have any questions regarding the proposed CAO or wish to discuss the matter further, <br /> please contact Jim Martin at (916) 464-4685.
