PHS/EHD has the following comments for your information
and action.
CThe corrective action plan (CAP) submitted failed to comply with Section 2725 (d) of the
Underground Storage Tank Regulations (Title 23, Division 3, Chapter 16 California Code of
Regulations) which outlines the information which should be submitted in a CAP. While
the CAP did include a discussion of cleanup levels, it failed to include an assessment of the
impacts or feasibility studies.,Also, the CAP contained numerous statements which were
unclear or erroneous. Please be informed that you are directed to submit by June 15, 1995
a revised CAP that addresses PHS/EHD comments on the CAP submitted.
Executive Summary
The statement that "Implementation of Alternative 2 (vapor extraction/air sparge) was
rejected primarily because it was determined to be less incrementally effective when
compared to Alternative 1 (natural attenuation) and potentially no more effective." conflicts
with the 5.4 Alternative Evaluation statement that "In terms of effectiveness, Alternative 2
is anticipated to be incrementally more effective in the short-term." Please clarify these
contradictory statements.
1.0 Introduction
The CAP indicated that a soil vapor survey was completed. PHS/EHD has been
unable to readily locate this information. Please provide a copy of the results to both
PHS/EHD and the Central Valley Regional Water Quality Control Board
(CVRWQCB).
A Division of San Joaquin County Health Care Services
