PHS/EHD has the following comments for your <br /> consideration. <br /> PHS/EHD requested additional soil investigation in the area of the dispenser island primarily due <br /> to evidence indicating that concentrations of contaminants in MW2 have been increasing since <br /> 1991. You concur with the possibility that there may have been more than one source of <br /> contamination that has been e,%idenced on the site. <br /> For your information, Chevron, as the tank owner and operator, along with the property owner, <br /> is responsible for the clean-up of contamination resulting from unauthorized releases of petroleum <br /> hydrocarbons. <br /> PHS/EHD has considered your request to postpone remediation until such time as the Lincoln <br /> Properties chlorinated solvent contamination is remediated. As you are aware there are important <br /> chemical differences between chlorinated solvents and petroleum hydrocarbons which necessitate <br /> different remedial approaches. <br /> PHS/EHD denies your request to postpone the additional soil investigation which was requested <br /> in PHS/EHD correspondence dated May 24, 1994. You shall submit by September 30, 1994 a <br /> work plan to continue the investigation. Please be informed that further unnecessary delays will <br /> not be tolerated. PHS/EHD is aware of the financial burdens which are experienced by station <br /> operators during field activities associated with investigations, however, if the extent of <br /> contamination is not adequately defined and a remedial system designed properly, the overall <br /> costs to remediate the contamination may be significantly increased. <br /> A Di,kion of San Joaquin County Health Care Sercic" <br />
