As you noted, the concentration decline which was observed in MM may
be attributed to an increase in the depth to water beneath the site. Currently, the depth to water is
approximately nine feet above the screened intervals of the monitoring wells.
The results of the additional soil sampling did not conclusively indicate an alternative soil contamination
source. Until such time as the site undergoes operational upgrades, further soil characterization
information will not be available.
The "Corrective Action Plan Addendum" dated July 17, 1996 included supplemental analysis to
demonstrate that bioremediation was ongoing. The latest round of groundwater sampling occurred on
August 12, 1996. Should the results indicate that bioremediation is occurring and that the MTBE
concentrations observed in MW6 are not reflective of site conditions, please submit a site closure
report for my review of completeness.
Following my review, ten copies of the closure summary report should be submitted that includes all
soil and groundwater results obtained at the site, including the August 12, 1996 analytical results and
which contains the information outlined in the Central Valley Regional Water Quality Control Board's
(CVRWQCB) Appendix B. The copies will be distributed to members of the Technical Review
Committee (TRC) for their review. The site will be discussed at the next open TRC meeting and it is
suggested that you and your report preparer make a short summary of site conditions explaining the
basis for your closure request. Should the TRC agree with your closure request with CVRWQCB
concurrence, PHS/EHD will indicate so in correspondence and direct you to submit a work plan to
destroy the monitoring wells. Once the wells are destroyed, site certification will be granted.
If you have any questions, do not hesitate to contact me at (209) 468-0337.
Donna Heran, REHS, Director
Environmental Health Division
-NmX
Marry Meays, Senior REHS MargaretLagorio, RENS
Site Mitigation Unit Supervisor
MM\6633PAC
cc: Elizabeth Thayer, CVRWQCB
A Division of San Joaquin County Health Care Services
