To delineate impacted soil at the former waste oil tank site. .
2. To delineate impacted soil at impacted fuel dispenser locations.
3. To stage and evaluate over-excavations spoils for possible reuse on
site or disposal.
Management of Excavated Soil and Limited Over-Excavation
Over-excavation limits will be determined by the extent of hydrocarbon saturated soil,
emergency conditions, the physical limits of excavation equipment,and/or the extent to
which integrity of adjacent structures may be compromised Chevron's constriction
contractor will perform over-excavation with an excavator.
During over-excavation activities,PACIFIC will be on site to observe removal of
impacted soil and to collect confirmation samples. The PACIFIC representative will
collect soil samples in accordance with SJCEM requirements. The samples will be
submitted under chain-of-custody documentation to a California State-certified
analytical laboratory for analysis as described below.
Upon excavation, soil will be stockpiled on site and covered with visqueen for sampling
and later disposal or reuse. Stockpiled soils will be sampled at one four-point
composite for every 100 cubic yards according to SJCDEH guidelines. If stockpiled
soil is clean, the contractor may reuse it at some other location on site other than
disposing it at a suitable landfill, pending approval from SJCDEH. If stockpiled soil
containing petroleum hydrocarbons cannot be used as fill,it will be subsequently hauled
and disposed of at a suitable landfill.
Laboratory Procedures
Soil samples collected during product line removal and disperser investigation activities
will be submitted to the laboratory and analyzed for the presence of total petroleum
hydrocarbons calculated as gasoline('IPH-g),benzene,toluene,ethylbenzene,xylenes
(BTEX compounds),and methyl tertiary butyl ether(MtBE)by EPA Method 8020. In
addition, one selected soil sample collected from beneath the product lines will be
analyzed for fuel oxygenates by EPA Method 8260
Soil samples collected during waste oil tank over-excavation activities will be analyzed
for TPH-g,BTEX compounds,TPH-d,MtBE,Oil and Grease(O&G)by EPA Method
5520 E&F,volatile organic compounds(VOCs)by EPA Method 8240,semis-volatile
organic compounds(SVOCs)by EPA Method 8270,.and CAM 5 metals(cadmium,
chromium, lead, nickel, and zinc) by EPA Method 6010. All analyses will be
performed by a Califomia State-certified laboratory.
2
