The Workplan proposed destruction of twenty groundwater monitoring <br /> wells (MW-1 through MW-20). My 12 April 2012 letter stated that the work plan should be in <br /> accordance with San Joaquin County Environmental Health Department (SJCEHD) well <br /> destruction requirements. On 23 May 2012, SJCEHD caseworker Vicki McCartney provided the <br /> following comments on the Workplan to me in an email: <br /> ...only MW-3, MW-4, MW-5 and MW-18 can be pressure grouted. The remaining wells must <br /> be drilled out since petroleum hydrocarbon contamination was reported in soil analytical data <br /> when these wells were installed or current analytical data reported contaminants in the <br /> groundwater. When pressure grouting, instead of applying 25 pounds per square inch <br /> of pressure for 5 minutes, we recommend applying liquid grout pressure for 10 minutes. Also, <br /> the San Joaquin County Well Standards require that if the we//casing is left in place during <br /> sealing operations, that "a hole at least one foot larger in diameter than the originally drilled hole <br /> shall be excavated around the outside of the well casing to a depth of 3 feet below the ground <br /> surface, and the well casing shall then be cut off 6 inches above the bottom of this excavation <br /> and removed. The grout used to fill the well shall be allowed to spillover into the excavation <br /> during the sealing operation, and fill it for a thickness of one foot and form a cap which has a <br /> diameter of at least one foot greater than the diameter of the originally drilled hole." This <br /> applies to all wells that are pressure grouted." <br /> The Workplan approval is contingent upon compliance with the above SJCEHD comments. <br /> You are to acquire the necessary SJCEHD permits, destroy all of the wells, properly dispose of <br /> all wastes, and submit a well destruction report by 27 August 2012, or provide a schedule by <br /> 13 June 2012 with the reasons for the delay.
