Vicki McCartney [EH]
From: Vicki McCartney [EH]
Sent: Wednesday, May 23, 2012 3:04 PM
To: 'Barton, Jim@Waterboards'
Cc: Nuel Henderson[EH]
Subject: Well Destruction Work Plan for JIMCO
Jim,
Nuel asked me to review Well Destruction Work Plan for JIMCO Truck Plaza at 1022 Frontage Road in Ripon.
Conestoga-Rovers and Associates (CRA) is proposing to pressure grout monitoring wells MW-3, MW-4, MW-5,
MW-7, MW-12, MW-14, MW-18, MW-19 and MW-20. I have reviewed soil and groundwater analytical data and
concluded that only MW-3, MW4, MW-5 and MW-18 can be pressure grouted. The remaining wells must be
drilled out since petroleum hydrocarbon contamination was reported in soil analytical data when these wells were
installed or current analytical data reported contaminants in the groundwater.
When pressure grouting, instead of applying 25 pounds per square inch of pressure for 5 minutes, we
recommend applying liquid grout pressure for 10 minutes. Also, the San Joaquin County Well Standards require
that if the well casing is left in place during sealing operations, that"a hole at least one foot larger in diameter than
the originally drilled hole shall be excavated around the outside of the well casing to a depth of 3 feet:below the
ground surface, and;the well casing shall then be cut off 6 inches above the bottom of this excavation and
removed. The grout used to fill the well shall be allowed to spill over into the excavation during the sealing
operation, and fill it for a thickness of one foot and form a cap which has a diameter of at least one foot greater
than the diameter of the originally drilled hole." This applies to all wells that are pressure grouted.
I hope these comments are helpful.
Vicki McCartney, Senior REHS
San Joaquin County
Environmental Health Department
1868 East Hazelton Avenue
Stockton, California 95205
Phone: (209)468-9852
Email: vmccartney(a sjcehd.com
5/23/2012
