The onsite wastewater treatment system (OWTS) shall be designed to receive all <br /> domestic sewage and wastewater from the property. Only domestic sewage is allowed <br /> to discharge into the OWTS. No basement, footing or surface drainage or discharge from <br /> water softener, iron filter, pool filters, or water treatment systems shall be permitted to <br /> enter any part of the OWTS. (San Joaquin County OWTS Standards 1.10.1) <br /> a. Prohibited discharges into OWTS include: automobile and garage waste, storm <br /> drainage, solvents and toxics, solids, garbage, kitchen wastewater from restaurant <br /> or bar, air conditioners, hazardous wastes, backwash, truck terminal wastes, <br /> recreational vehicle holding tank waste, industrial and manufacturing waste, and <br /> food processing wastes. (San Joaquin County Development Title, Section 9- <br /> 1110.7 and San Joaquin County OWTS 1.14). <br /> 5. If floor drains are required, they must be plumbed through a sand/oil separator and <br /> discharged to an above ground system approved by the Environmental Health <br /> Department. A registered engineer must design this system. The material collected in the <br /> above ground holding system must be analyzed for hazardous constituents prior to <br /> disposal. Specific test requirements may be obtained from the Environmental Health <br /> Department. The fee will be based on the current schedule at the time of payment. <br /> 6. The existing private water wells shall be tested for the chemical Dibromochloropropane <br /> (DBCP) and nitrates with the results submitted to the Environmental Health Department <br /> prior to issuance of building permit(s). Samples are to be taken and analyzed by a State- <br /> approved laboratory (San Joaquin County Development Title, Section 9-1115.7). <br /> 7. Applicant shall contact Robert McClellon, Program Coordinator, Small Public Water <br /> System Program, at (209) 468-0332, to determine if the existing well can be permitted as <br /> a public water system prior to issuance of building permits. If a public water system is <br /> required, applicant shall submit a Small Public Water System preliminary technical report <br /> to the California State Water Resources Control Board, Division of Drinking Water (Water <br /> Board) at least six months before initiating construction of any water related improvement, <br /> as defined. <br /> 8. An approved Commercial Cannabis License shall be issued by EHD prior to obtaining a <br /> certificate of occupancy for any and all buildings. Applicant shall contact Melissa Nissim, <br /> Program Coordinator, Commercial Cannabis Licensing Program, at (209) 468-3168. <br /> 9. Any geotechnical drilling shall be conducted under permit and inspection by The <br /> Environmental Health Department (San Joaquin County Development Title, Section 9- <br /> 1115.3 and 9-1115.6). <br /> 10.Before any hazardous materials/waste can be stored or used onsite, the owner/operator <br /> must report the use or storage of these hazardous materials to the California <br /> Environmental Reporting System (CERS) at cers.calepa.ca.gov/ and comply with the <br /> laws and regulations for the programs listed below (based on quantity of hazardous <br /> material in some cases).
