OCTOBER 1996 THROUGH SEPTEMBER 1997, DEFENSE <br /> DEPOT SAN JOA QUIN, SHARPS FACILITY, SAN JOA QUIN COUNTY <br /> We have reviewed the Annual Progress Report, dated December 1997, and submitted 5 December 1997. <br /> The Annual Report covers the period October 1996 through September 1997 for the Defense Depot San <br /> Joaquin, Sharpe facility. This Report is well written and does an excellent job of presenting the data <br /> collected. However, as in the past, the Report lacks recommendations and specific actions to be taken <br /> by Sharpe to meet the requirements of the OUI and OU2 Record of Decisions. The Annual <br /> Groundwater Report should be a comprehensive document, that includes or references all actions <br /> Sharpe will take to achieve cleanup of the groundwater. The Annual Report(Report) is the primary <br /> document for evaluating the effectiveness and efficiency of the remediation system. Therefore, Sharpe <br /> must provide a revised Annual Report to address these comments, including proposed specific actions, <br /> and a time schedule, for achieving remedial objectives. <br /> General Comments <br /> Specifically, the Annual Report must document commitments by Sharpe to activities planned for the <br /> 1998 year to achieve compliance with the following requirements: <br /> 1. OU I Record of Decision - requires full plume capture and a groundwater remedial system <br /> which is protective of human health. <br /> a. The Report concludes that Sharpe is not fully capturing the VOC plumes in the North and <br /> South Balloon B zone or the North Balloon, Central Area, and South Balloon C zones. The <br /> Annual Report does not describe specific recommendations for how this ROD objective will be <br /> achieved. Based on discussions in RPM meetings and review of Monthly Status Reports, we <br /> understand that Sharpe is currently modifying and calibrating its groundwater model to optimize <br /> the effectiveness of the extraction well network and to identify modifications that will achieve <br /> full capture. However, this effort is not mentioned in the Annual Report. The groundwater <br /> Recycled Paper Our mission is to preserve and enhance the quality ofCalifornio's water resources,and <br /> ensure/heir proper allocation and efficient use for the benefit of present andfuture generations. <br />
