Hickox Sacramento, California 95826-3200 Gray Davis <br /> Governor <br /> Agency Secretary <br /> California Environmental <br /> Protection Agency <br /> September 10, 2002SepFP <br /> �vO <br /> 18 � <br /> Mr. Maurice Benson SFRL�CFS�Ty <br /> Defense Logistics Agency <br /> Defense Distribution Depot San Joaquin, Sharpe Site <br /> Post Office Box 960001 <br /> Stockton, California 95296-0250 <br /> RESPONSE TO 90-DAY EXTENSION REQUEST LETTER FOR THE TEMPORARY <br /> SHUTDOWN OF EXTRACTION WELLS NA-1, NA-3, NA-S, NB-1, NB-3, NC-3R, CAB- <br /> 1, A-6, B-2 AND C-1 DATED SEPTEMBER 4, 2002, FOR DEFENSE DISTRIBUTION <br /> DEPOT SAN JOAQUIN, SHARPE SITE, STOCKTON, CALIFORNIA <br /> Dear Mr. Benson: <br /> The Department of Toxic Substances Control (DTSC) received the above-mentioned <br /> letter via e-mail on September 4, 2002 requesting a 90-day extension to the temporary <br /> shutdown of ten extraction wells. <br /> The extension request's rationale is to allow Defense Distribution Depot San Joaquin <br /> (DDJC), Sharpe site, to continue to meet the National Pollution Discharge Elimination <br /> System average discharge limit, allow time for DDJC to address regulatory agencies <br /> comments on the Draft DDJC Sharpe Evaluation of Proposed Extraction Well Shutdown <br /> Technical Memorandum, and to run groundwater modeling scenarios with the ten <br /> extraction wells off to determine the effect of the shutdown on hydraulic containment <br /> and groundwater restoration time. <br /> The extension will extend the temporary shutdown period from September 8, 2002 to <br /> December 7, 2002. At that time the regulatory agencies will determine whether or not to <br /> permanently shutdown the extraction wells. DTSC concurs with the extension request's <br /> duration and rationale. <br /> The energy challenge facing Califomia is real.
