10. Section 4.2, Activities and Schedule for Site Completion, Page 27: The Report states
that "The systems are expected to continue operation until 2013 or until ACLS are
attained, if earlier than 2013." This statement implies that, even if ACLS are not attained
by 2013, the operation of the groundwater extraction and treatment systems will be
discontinued. For clarity, please indicate that groundwater remediation will continue
(even beyond 2013) until ACLS are attained.
11. Section 6.0, Five-Year Review, Page 28: The Report states that the first five-year review
will be completed in 2003. However, based on the 2000 U.S. EPA Guidance "Close Out
Procedures for National Priorities List Sites", the Report should specify what type of
Five-Year Review should be performed (i.e., a statutory or a policy review). For clarity,
please indicate whether a statutory or a policy review will be performed after five years.
12. Table 8, Cost Estimates for Remedial Actions, Page 29: The table indicates that the
construction contract and Operation and Maintenance (O&M) expenditures for the
Pesticide Mix Area were estimated to be $120,000. However, since soils in the Pesticide
Mix Area with concentrations exceeding Final Remediation Goals (FRGS)have already
been excavated and disposed, it is unclear why the construction contract and O&M
expenditures can only be estimated. For completeness, please include the final costs for
the construction contract and O&M activities for the Pesticide Mix Area in the table.
Alternatively, explain why the cost was estimated.
3
