DTSC has the following comments: <br /> General Comments: <br /> 1.) Please include a Conclusions and Recommendations section. The <br /> Recommendation section should be listed after the conclusion's section. Both sections <br /> would be at the end of the Report identifying conclusions that could be drawn from the <br /> Report's information and the recommendations based on those conclusions. <br /> Specific Comments: <br /> 1.) Page 2, section 2.1, last sentence; this sentence states that the Defense Logistics <br /> Agency (DLA) is the agency "...with primary decision making authority and <br /> responsibility...". While DLA is the agency responsible for overseeing the <br /> implementation of the remedial actions and allocating financial resources, the United <br /> States Environmental Protection Agency (U.S. EPA) has the final decision in <br /> approving the selected remedy. Please revise this sentence to reflect the intrinsic <br /> powers given to the U.S. EPA on National Priority List sites. <br /> 2.) Page 6, section 2.2.1.3, third sentence; this section describes the time required <br /> before the selected remedy will attain aquifer cleanup levels (ACLs). As stated, the <br /> "...remedy will include groundwater extraction for a period of 16 years." If the full <br /> operation began in 1995 with the certified operation of the Central Area groundwater <br /> The energy challenge facing California is real.
