Our comments are <br /> attached. <br /> This document identifies institutional controls (ICs) for the South Balloon Area. EPA <br /> maintains that a CERCLA decision document is the appropriate mechanism for documenting <br /> new ICs or modifications to ICs. It is acknowledged that our agencies are in disagreement over <br /> the inclusion of ICs as part of a remedy.
