Box 960001 <br /> Stockton, CA 95296 <br /> RESPONSE TO COMMENTS: REVIEW LETTER OF DRAFT FFA 2007 ANNUAL <br /> PROGRESS REPORT, DEFENSE DISTRIBUTION DEPOT SAN JOAQUIN— SHARPE, <br /> SAN JOAQUIN COUNTY <br /> California Regional Water Quality Control Board, Central Valley Region (Regional Water <br /> Board) staff has reviewed the, Response To Comments in our 25 February 2008 review <br /> letter. That letter presented comments on the Draft FFA Annual Progress Report: <br /> October 2006 Through September 2007(Draft Report). URS Group Inc. (URS) prepared the <br /> November 2007 Draft Report and the Response to Comments received 21 April 2008 on <br /> behalf of Defense Logistics Agency Enterprise Support San Joaquin, California (DESJC) for <br /> the Defense Distribution Depot Sharpe Site (Site), located in Lathrop, California. <br /> In the Draft Report, DESJC had proposed substantial changes to the Site well monitoring <br /> program, including the monitoring well sampling frequency Decision Logic. The proposed <br /> changes were significant and presented a 26 percent reduction in the number of <br /> groundwater samples collected and analyzed for constituents of concern (CDCs) annually. <br /> Also, the Draft Report proposed to reduce the quarterly sampling frequency of 30 monitoring <br /> wells, 13 private wells, and 3 non-pumping extraction wells. Of these 46 wells, 33 would be <br /> sampled semi-annually, 9 annually, and 4 no longer sampled. Regional Water Board staff <br /> comments are provided below. Regional Water Board staff comments were significant as <br /> were the comments provided by California Department of Toxic Substances Control (DTSC). <br /> Before DESJC prepared Response To Comments documents, representatives of the <br /> following stakeholders convened a 10 April 2008 meeting to discuss the many changes and <br /> comments: DESJC, URS, Noblis, U. S. Environmental Protection Agency, DTSC, and <br /> Regional Water Board. <br /> Subsequent to the 10 April 2008 meeting, Regional Water Board and URS staffs <br /> corresponded regarding the frequency of private water supply wells that had been monitored <br /> quarterly during 2007. Until DESJC completes the Water Supply Well Contingency Plan, <br /> Regional Water Board staff requests that quarterly monitoring of private water supply wells <br /> with volatile organic compounds concentrations in 2007 continue in 2008.
