URS Group Inc. (URS) prepared
the Draft Report on behalf of Defense Logistics Agency Enterprise Support San Joaquin,
California (DESJC) for the Defense Distribution Depot Sharpe Site (Site), located in
Lathrop, California.
Section 15 of the Site Federal Facility Agreement (FFA), effective 15 June 1990, as
amended 25 October 1991, requires DESJC to prepare a "Ground Water Monitoring
Program" and submit quarterly and annual written progress reports to the U.S.
Environmental Protection Agency (USEPA), California Department of Toxic Substances
Control (DTSC), and the Regional Water Board. Also, Section 15 empowers DESJC,
USEPA, DTSC, or the Regional Water Board to propose changes to the routine Ground
Water Monitoring Program, subject to review in accordance with Section 12, and dispute in
accordance with Section 13 of the FFA.
Pursuant to Section 15.5 of the FFA, DESJC has proposed changes to the Ground Water
Monitoring Program in the Draft Report. Specifically, they propose changes to the
monitoring well sampling frequency Decision Logic, last changed in January 2004. The
proposed changes are significant and would result in a 26 percent reduction in the number of
groundwater samples collected and analyzed for constituents of concern (COCs) annually.
The sampling frequency of 111 wells would be reduced, 76 wells increased, and 159 wells
not changed. Quarterly sampling of 30 monitoring wells, 13 potable wells, and 3 non-
pumping extraction wells would be reduced. Of these, 33 wells would be sampled semi-
annually, 9 wells annually, and 4 wells no longer sampled.
