It is our opinion that steam cleaning
would not be effective in removing diesel from equipment. The use
of equipment which may introduce contaminants into a well is
prohibited by the following legislation, regulating standards, and
ordinances:
1. Porter-Cologne Water Quality control Act; Article 4,
Section 13271, Subsection (a) .
2 . California Underground Storage Tank Regulations; Section
2645, Subsection (e) and Section 2648, Subsections (a) ,
(c) , and (d) .
3 . California Well Standards Bulletin 74-81; Part I, Section
9, Subsection (d) ; and Part II, Section 8,
Subsection (c) .
4 . San Joaquin County Well Ordinance 1862, Rules and
Regulations; Section III, Subsection A.
Other methods and products are available which would provide
equipment with similar protection without introducing contaminants.
In the future please ensure subcontractors use equipment in
compliance with the above outlined standards and statutes.
If you have any questions call Margaret Lagorio, Senior REHS, at
(209) 468-3449.
Jogi n a, M.D. , M.P.H.
Healt ficer C
aurie A.
