We have enclosed a <br /> memorandum which discusses the data submitted in the Report. <br /> We concur with the conclusion that the high pumpage of the off-site agricultural <br /> supply wells has exacerbated the extent of the plumes by drawing the volatile <br /> organic constituent (VOC) contamination horizontally and vertically into areas <br /> of the aquifer that were previously uncontaminated. As depicted on the maps, the <br /> plumes threaten the water quality of the existing downgradient potable water <br /> supply wells along Harlan Road. <br /> Therefore, we require that Sharpe take immediate action to discontinue the use <br /> and to replace the water supply for the agricultural supply wells. We also <br /> require that Sharpe sample the off-site agricultural supply and the threatened <br /> water supply wells along Harlan Road, by 1 December 1991, to determine the <br /> concentrations of VOCs in these wells. Pursuant to Section 13267 of the Water <br /> Code, by 15 November 1991, we require that Sharpe submit a Technical Report which <br /> shall contain the following information: <br /> 1 . A plan and time schedule to promptly discontinue the use of the agricultural <br /> wells and provide an alternative water supply. <br /> 2. A plan and time schedule to reevaluate the monitoring program. <br /> This letter also notifies the owners and operators of the agricultural supply <br /> wells, that the wells are exacerbating the VOC plume. We expect that they and <br /> Sharpe shall enter into negotiations to cease pumping as soon as possible. We <br />
