Haines, P.E.
Director, Environmental Protection Office
Defense Distribution Region West
Sharpe Site
Lathrop, CA 95331
Dear Mr. Haines:
REVIEW OF THE FOCUSED FEASIBILITY STUDY FOR THE DEFENSE
DISTRIBUTION REGION WEST, SHARPE SITE
The Department of Health Services (Department) has reviewed the
submittal entitled:
" Remedial Investigation/Feasibility Study at the Sharpe
Site, Focused Feasibility Study" (herein after referred
to as the "FFS") .
Enclosed, please find the Department 's comments regarding the FFS.
Based on the information presented, we do not disagree with the
selection of air stripping as the remedial alternative for the
central area' s ground water contamination. However, our comments
identify several information gaps which need to be addressed prior
to finalizing the FFS. Of immediate concern are:
0 The limiting of constituents examined to Trichloroethene
(TCE) .
O The exclusion of a risk assessment.
0 The lack of support data for the performance of the selected
alternative (treatability studies or performance reports) .
o The lack of an identified disposal option for treated ground
water.
o Addition of a written narrative outlining rationale considered
in making the selection.
These immediate concerns should be addressed prior to the final
selection. The Department has a long-term concern regardinc the
behavior of ground water contamination in the central area. The
long-term behavior of the ground water plumes will have to be
evaluated over time.
y
