Haines, P.E. <br /> Director, Environmental Protection Office <br /> Defense Distribution Region West <br /> Sharpe Site <br /> Lathrop, CA 95331 <br /> Dear Mr. Haines: <br /> REVIEW OF THE FOCUSED FEASIBILITY STUDY FOR THE DEFENSE <br /> DISTRIBUTION REGION WEST, SHARPE SITE <br /> The Department of Health Services (Department) has reviewed the <br /> submittal entitled: <br /> " Remedial Investigation/Feasibility Study at the Sharpe <br /> Site, Focused Feasibility Study" (herein after referred <br /> to as the "FFS") . <br /> Enclosed, please find the Department 's comments regarding the FFS. <br /> Based on the information presented, we do not disagree with the <br /> selection of air stripping as the remedial alternative for the <br /> central area' s ground water contamination. However, our comments <br /> identify several information gaps which need to be addressed prior <br /> to finalizing the FFS. Of immediate concern are: <br /> 0 The limiting of constituents examined to Trichloroethene <br /> (TCE) . <br /> O The exclusion of a risk assessment. <br /> 0 The lack of support data for the performance of the selected <br /> alternative (treatability studies or performance reports) . <br /> o The lack of an identified disposal option for treated ground <br /> water. <br /> o Addition of a written narrative outlining rationale considered <br /> in making the selection. <br /> These immediate concerns should be addressed prior to the final <br /> selection. The Department has a long-term concern regardinc the <br /> behavior of ground water contamination in the central area. The <br /> long-term behavior of the ground water plumes will have to be <br /> evaluated over time. <br /> y <br />
