V L <br /> MAR 1 1 T?l <br /> ENVIRONMENTAL HEALTH <br /> PERMIT/SERVICES March 6, 1991 <br /> Mr. Able Haines, P.E. <br /> Director, Environmental Protection Office <br /> Defense Distribution Region West <br /> Sharpe Site <br /> Lathrop, CA 95331 <br /> Dear Mr. Haines: <br /> REVIEW OF THE REMEDIAL INVESTIGATION REPORT FOR THE DEFENSE <br /> DISTRIBUTION REGION WEST (DDRW) , SHARPE SITE <br /> The Department of Health Services (Department) has reviewed the <br /> Submittal entitled: <br /> "Remedial Investigation/Feasibility Study (RI/FS) at the <br /> Sharpe Site, Remedial Investigation Report, Draft Final" <br /> (here in after referred to as the "RI Report") . <br /> Enclosed, please find our comments regarding the RI Report. We <br /> appreciate the efforts involved in developing and presenting a <br /> report containing such a large amount of data. We find the RI <br /> Report summarizes the data sufficiently. <br /> However, over the course of the RI conducted at DDRW Sharpe, the <br /> Department has raised a number of technical issues regarding data <br /> collection and interpretation. Some of these issues have been <br /> resolved to our satisfaction. Our comments mainly cover data <br /> quality objectives which are summarized in our general comments <br /> enclosed to this letter. <br /> Our reasons for addressing only these issues relate to the progress <br /> at your facility in moving towards a final FS and Record of <br /> Decision (ROD) . Continuing to fine tune, the RI at this time would <br /> not be a prudent use of the resources available to the Department <br /> or your staff. The conclusions obtained thus far should be used <br /> with caution and be modified during the FS and beyond, up to and <br /> including the five (5) year review. <br />
