Box 2009 <br /> Stockton, CA 95201 <br /> Dear Ms. Hinson: <br /> The Defense Distribution Region West Sharpe Site (DDRW Sharpe) has <br /> requested the identification of applicable, relevant and <br /> appropriate requirements (ARARs) for remediation of ground water <br /> contamination. <br /> The Department of Health Services, Toxic Substances Control Pro ram <br /> (Department) , requests that your agency identify and provide any <br /> appropriate ARARs for the remedial options presented in the <br /> enclosure. These ARARs will be utilized in the evaluation and <br /> determination of the best technology to treat the contamination at <br /> these sites. DDRW Sharpe will produce a site specific Feasibility <br /> that evaluates the technologies with consideration of regulatory <br /> requirements represented in your ARAR determination. <br /> "ARARs'F , as defined in the DDRW Sharpe Federal Facility Agreement, <br /> are "legally applicable" or "relevant and appropriate" standards, <br /> requirements, criteria, or limitations as those terms are used in <br /> the Comprehensive Environmental Response, Compensation, and <br /> Liability Act (CERCLA) Section 121 (d) (2) . <br /> Types of ARARs include action-specific, site-specific, and <br /> chemical-specific ARARs. Action-specific ARARs are usually <br /> technology or activity based requirements or limitations on actions <br /> taken with respect to hazardous wastes. Chemical-specific ARARs <br /> are usually heath or risk based numerical values or methodologies <br /> which, when applied to site specific conditions result in a <br /> numerical value (i.e. , drinking water maximum contaminant levels) . <br /> Site-specific or location-specific ARARs are usually restrictions <br /> place on the concentrations of hazardous substances or the conduct <br /> of activities solely because they occur in special locations (i.e. , <br /> wetlands, etc. ) . <br /> The Department requests your ARAR determination as soor as <br /> possible, or at least by June 21, 1991.
