Haines ENVIRON FNT
Lathrop, CA 95331-5000 PERMI /SFRVICESLTH
Dear Mr. Haines:
BORDER ZONE DETERMINATION - COUNTRY SQUIRE RESIDENTIA
DEVELOPMENT, LATHROP, SAN JOAQUIN COUNTY
This letter is in response to your 21 November 1989, letter
regarding the "Environmental Impact Report, Verner-Lathrop
Area, General Plan Amendment, Country Squire" , July, 1989
The Department of Health Services (Department) is cognizant o
the adversity that the proposed development may pose for th
Army. The Department' s Land Use and Air Assessment Unit ha
been working with San Joaquin County, the Developer, and th
Army on a Border Zone Determination for the propose
development. The purpose of the Border Zone Determination
is to evaluate the problems of incompatible land us
encroaching on hazardous waste disposal sites, such as Sharp
Army Depot.
On 30 November 1989, a vmeeting was held between th
Department, the County, yourself, the Developer and othe
interested parties. At that meeting, options for developin
the subject property in a manner to address all partie
concerns were discussed. It is our understanding that th
Army and the Developer will enter into an agreement addressing
site access for the purpose of operating and maintaining
ground water monitoring and extraction wells. Additionally',
the possibility of phasing the development was proposed.
The Department hopes that the 30 November 1989, meeting helpe
to address the concerns specified in your 21 November 1989
letter. We encourage you to remain in contact with th
Department's Land Use and Air Assessment Staff and myself i
an effort to resolve this matter. Additionally, we recommen
that you comment directly to the San Joaquin County Plannin
Department with regards to your specific concerns about th
proposed development.
