Haines ENVIRON FNT <br /> Lathrop, CA 95331-5000 PERMI /SFRVICESLTH <br /> Dear Mr. Haines: <br /> BORDER ZONE DETERMINATION - COUNTRY SQUIRE RESIDENTIA <br /> DEVELOPMENT, LATHROP, SAN JOAQUIN COUNTY <br /> This letter is in response to your 21 November 1989, letter <br /> regarding the "Environmental Impact Report, Verner-Lathrop <br /> Area, General Plan Amendment, Country Squire" , July, 1989 <br /> The Department of Health Services (Department) is cognizant o <br /> the adversity that the proposed development may pose for th <br /> Army. The Department' s Land Use and Air Assessment Unit ha <br /> been working with San Joaquin County, the Developer, and th <br /> Army on a Border Zone Determination for the propose <br /> development. The purpose of the Border Zone Determination <br /> is to evaluate the problems of incompatible land us <br /> encroaching on hazardous waste disposal sites, such as Sharp <br /> Army Depot. <br /> On 30 November 1989, a vmeeting was held between th <br /> Department, the County, yourself, the Developer and othe <br /> interested parties. At that meeting, options for developin <br /> the subject property in a manner to address all partie <br /> concerns were discussed. It is our understanding that th <br /> Army and the Developer will enter into an agreement addressing <br /> site access for the purpose of operating and maintaining <br /> ground water monitoring and extraction wells. Additionally', <br /> the possibility of phasing the development was proposed. <br /> The Department hopes that the 30 November 1989, meeting helpe <br /> to address the concerns specified in your 21 November 1989 <br /> letter. We encourage you to remain in contact with th <br /> Department's Land Use and Air Assessment Staff and myself i <br /> an effort to resolve this matter. Additionally, we recommen <br /> that you comment directly to the San Joaquin County Plannin <br /> Department with regards to your specific concerns about th <br /> proposed development. <br />
