SHARPE SITE <br /> Solicitation of Applicable or Relevant <br /> and Appropriate Requirements (ARARs) <br /> for Groundwater Remediation <br /> 1 . Purpose: ARARs are being solicited to assure that all local , state, and <br /> Federal Taws and other requirements are considered when final remedial <br /> actions (clean-up methods) are selected to address groundwater contamination <br /> at the Sharpe Site. A separate solicitation to address soils contamination <br /> will be submitted at a later date. <br /> 2. Site Background: The Department of Defense has owned and operated the <br /> Sharpe Site since the early 1940' s. - Use and disposal of solvents, primarily <br /> trichloroethene, has resulted in contamination of soil and groundwater on and <br /> near the installation. The Sharpe Site was placed on the National Priorities <br /> List in July 1987. The most severe problem, groundwater contamination, <br /> occurs in the north, south, and central areas of the installation. <br /> Trichloroethene contamination of groundwater reaches levels as high as 12 ,000 <br /> parts per billion. If left untreated, groundwater contamination from the <br /> site may migrate to and contaminate agricultural and drinking water supplies. <br /> Two treatment plants, one in the northern area and one in the southern area <br /> are currently in operation. A third treatment plant, designed to clean up <br /> groundwater contamination in the central area of the installation, is <br /> planned. <br /> 3. Goals for Groundwater Remedial Actions: Groundwater remedial actions at <br /> the Sharpe Site are intended to acc__o_mp7TsT the following: <br /> a. Preclude the continued migration of contaminated groundwater towards <br /> potable and agricultural supply wells. <br /> b. Reduce contamination levels to or below applicable clean up levels. <br /> c. Provide for an acceptable method of disposal'. or reuse of treated <br /> water. <br /> 4. Site Location: The Sharpe Site is located in Lathrop, California in the <br /> San TO—a—qu-57577ey. A location map is attached. <br /> 5. Remedial Action Alternatives: The following methods for treating the <br /> contaminate groundw__aT_e_r7a_r_e_e_ff her already being used or are under <br /> consideration. <br />
