These comments were first <br /> discussed with your staff and representatives of the <br /> California Regional Water Quality Control Board at the June 6 <br /> technical meeting. <br /> Our primary concern focuses on the influence the I 's <br /> extraction and re-injection wells will have on local hydrau is <br /> parameters. The hydrogeologic interpretations regarding these <br /> wells were not accompanied by sufficient technical <br /> documentation to support them. Subjects pertinent to these <br /> wells that our review found to be deficient in technical <br /> documentation include subsurface characterization, hydraulic <br /> storage estimations, capture zones effectiveness, and capture <br /> zone influences on the remaining plume. <br /> We are aware that the additional data to support the wells <br /> effectiveness can not be gathered prior the IRM's scheduled <br /> construction and that delaying the schedule would jeopardize <br /> the entire project. We therefore endorse the approach <br /> discussed at the June 6 meeting. This approach calls for a <br /> phased construction schedule supplemented with additio al <br /> monitoring between each phase. Evaluation of the I 's <br /> performance can be carried out during each phase of <br /> construction. At that time, necessary changes can be <br /> implemented. This approach will alleviate our concerns and <br /> allow DDTC to proceed with it's remediation. <br />
