PUBLIC COMMENT <br /> This is a request for a modification to SECTION 30 . PUBLI <br /> PARTICIPATION to include a Technical Assistance Grant (TAG) at <br /> the Sharpe Army Depot (SHAD) to implement wider and more know- <br /> ledgable community participation in the CERCLA/SARA procesE as <br /> it relates to the Federal Facility Agreement for Sharpe Ar y <br /> Depot and its enforceability under Section 310 of CERCLA and <br /> Section 31 of this Agreement. <br /> THE ROWTARS BOARD has surveyed community groups and have found* <br /> very little public knowledge or local participation in what <br /> required SHAD to start conducting an environmental assessment <br /> in 1980. Nor, is the public aware of the findings from the <br /> 160 test wells and over 1800 soil gas samples, soil sampling, <br /> geophysical investigations , and well sampling and analysis dur- <br /> ing last nine years . Since 1941, SHAD as a general supply, <br /> storage, and maintenance facility using various chlorinate <br /> solvents , paints, thinners, pesticides, and organic solvents <br /> to meet its mission requirements, has kept the public in the <br /> dark concerning the potential for ground water contamination. <br /> We feel that the Federal Facility Agreement for Sharpe Army <br /> Depot should have SECTION 30 . PUBLIC PARTICIPATION and SECTION <br /> 13 . RESOLUTION OF DISPUTES amended to permit a private non— <br /> profit organization represent the public. <br /> THE ROWTARS BOARD would like to make application for a Technical <br /> Assistance Grant to assist in public participation and resolution <br /> of disputes. We look forward to being able to participate in the <br /> remedial action selection and implementation in this CERCLA Section <br /> 120 Interagency Agreement for Sharpe Army Depot. <br /> -I 8 MA's 1964 . <br />
