Box 2009 • (1601 East Hazelton Avenue) • Stockton, California 95201 of Foa <br /> (209) 468-3400 <br /> Pam Carder June 26, 1992 <br /> Planning Director <br /> City of Lathrop <br /> 16775 Howland Road <br /> Lathrop, CA 95330 <br /> RE: TM 92-11 and PD 92-12, Country Squires <br /> The above referenced proposed project has been reviewed by the San Joaquin County Public <br /> Health Services, Environmental Health Division (EHD) and the following information represents <br /> our comments on the proposal: <br /> The Sharpe Depot located to the East of the project area has documented releases of hazardous <br /> substances causing contamination of soil and groundwater. The plume from the depot has been <br /> identified, by CAL EPA Central Regional Water Quality Control Board (CRWQCB), to extend <br /> under the project area. There is remediation action on-going at the Depot and we believe that <br /> there are several monitoring wells located within the project area. Access to these existing wells <br /> would have to be maintained and additional monitoring wells might be required. Prior to any <br /> development approval, the EHD recommends that CAL EPA CRWQCB and the Department of <br /> Toxic Substance Control (TSC), be contacted for their concurrence with the proposed project <br /> as they are the lead agencies for the remediation project. <br /> Our concern as a local EHD is to assure that a health risk assessment is implemented so that all <br /> health factors that can impact the residents of this project in the future are mitigated. The EHD <br /> also recommends that all residents be advised of the Sharpe Depot Remediation project and the <br /> summary of the risk assessment should become part of the title report or deed restriction. <br /> The EHD will require a ban on water well construction within the area impacted by the <br /> remediation project. <br /> Thank you for the opportunity to comment on the project.
