4 <br /> Draft Ground Water ROD -2- 21 May 1992 <br /> DDRW, Sharpe <br /> ROD, we will be unable to sign the ROD, unless the aquifer cleanup levels are <br /> changed. <br /> Plume capture in the North and South Balloon Areas is incomplete. The Final <br /> ROD must reflect that plume capture is incomplete with the IRMs. In addition, <br /> the Final ROD must be based on the most current data to reflect this. <br /> We have enclosed draft substantive requirements for a general discharge to <br /> land of treated VOC contaminated ground water. The requirements are <br /> essentially the same as the Waste Discharge Requirements for DDRW, Tracy for <br /> the reinjection system at that site. We intend to tailor the requirements to <br /> site specific conditions and finalize these requirements prior to the final <br /> comprehensive ROD. These substantive requirements can be attached as an <br /> appendix to the ROD and should be incorporated by reference in the appropriate <br /> section on Applicable or Relevant and Appropriate Requirements (ARAB) <br /> compliance for the selected Remedial Action. <br /> The Final ROD for the Ground Water OU must address all of our comments.
