SUBSTANTIVE REQUIPMENTS -4- • May 21, 1992 <br /> FOR DDRW, SHARPE <br /> (b) All extracted ground water shall be treated by the ground water treatment facility and <br /> discharged to the injection well(s). <br /> (c) The system operation during this phase shall be monitored in accordance with the <br /> prove-out of system phase monitoring plan in the attached Monitoring and Reporting <br /> 5. FULL SCALE OPERATION (FSO) <br /> The Discharger shall not initiate the FSO of the DDRW, SHARPE GWTS until the Board, <br /> the Department, the US EPA,and the San Joaquin County Air Quality Management <br /> District have reviewed the POP report (Provision D.6), and have approved, in writing, the <br /> full scale operation of the system. The following minimum requirements apply to this full <br /> scale operations phase: <br /> (a) All extracted ground water shall be treated by the treatment system and discharged to <br /> the designated injection well(s). <br /> (b) The discharge of treated ground water to the injection well(s) shall not exceed the <br /> capacity of the individual well(s) as determined during the potable water start-up phase <br /> (Discharge Specification C.2). <br /> (c) The Discharger shall operate the treatment system to maximize removal of VOCs <br /> from the extracted ground water. <br /> (d) The Discharger shall operate the extraction and injection wells in a manner that <br /> provides as great of control of the contaminant plume as feasible. <br /> (e) The system operations shall be monitored in accordance with the full scale <br /> operational phase monitoring plan in the attached Monitoring and Reporting Program. <br /> (f) All treatment,transport, and disposal components (including pumping valves, liquid <br /> level controllers,pipelines, blowers, flow meters, pressure gauges,etc.) shall be inspected <br /> each business day for leaks and/or malfunctions. <br /> (g) The system's automatic controls,including the alarm/notification and shutdown <br /> systems, shall be tested and certified operational on an annual basis. <br /> 6. DURING ALL PHASES OF OPERATIONS <br /> (a) Neither the treatment nor the discharge shall cause a nuisance or condition of <br /> pollution as defined by the California Water Code, Section 13050. <br /> (b) The discharge shall not cause degradation of any water supply. <br /> (c) Any collected screenings, sludges, and other solids removed from liquid wastes <br /> shall be disposed of in a manner consistent with Chapter 15, Division 3,Title 23, CCR. <br />
