Detroleum Contaminated Soil -2- 15 ,Auaust 1986 <br /> • DHS Nillina to grant variance so that the soil may be managed as <br /> non-nazardous, (see 8 October 1985 letter from Bill Ouan. Alternative <br /> 7ecnnoiogy aria Policy Deveiopment Section, attached). May be classified as <br /> designated waste depending on site-specific determination of threat to <br /> water quality. <br /> • Biological treatment required to degrade heavier fractions. <br /> • Management Options include landfarminq + aeration (air-strippinq), use as <br /> road base, landfilling (Class ! or Class 11), or use in foundation -laverfor <br /> Ciass . 11 landfill %,na/ cover. Landfarming and aeration methods must <br /> orevent contaminants from entering surface waters. <br /> ._eadea Ga=_o!in? - <br /> • Contains organic lead compounds, ethylene dibromide (EDB) or ethylene <br /> :ichloride, BTX, and Other petroleum hydrocarbons. <br /> • Organic !e3a compounds it concentrations greater than 17 mg/kq -ose a <br /> safety nazard to workers and cause waste to be classified as hazar-aous' by <br /> DHS. Landfarminq and <br /> aeration methods must prevent contaminants from entering surface waters. <br /> Diesel Fuel and Unleaded Gasoline - <br /> • Contains BTX and other petroleum hydrocarbons. <br /> • DH5 usually does not require management as hazardous waste. Classified as <br /> liesignated waste' if determined to pose a threat to water quality gt t116 <br /> site 0r P5ch3r0e <br /> • Management options, if determined to be 'designated waste', include <br /> Landfarming, aeration, in-place soil venting and biodegradation, and <br /> landfilling, Landfarming and aeration methods must prevent contaminants <br /> from enterinq surface waters. Landfilling would require Class II or Class I <br /> containment and is the least preferable option due to limited landfill space. <br /> Legal and Other Constraints: <br /> Certain legal and practical constraints may limit the available management <br /> Options. <br /> • Jn-s/te !andfarmind and aeration may begiven a variance from Subcnapter <br /> 15 under 5 2511 (4). Once soil is removed from the immediate site of the <br /> spill or release, no exemption is permissible. Off-sitelandfarmina and/or <br /> aeration must comply with requirements of a Class 11 land treatment .snit <br /> unless it can be shown that the soil does not pose a threat to water quality <br /> at the _site Of,oroo0sed tr-eatme0t <br /> • Reuse of contaminated soils may be given a variance from Subchapter 15 <br /> .ender 5 251 1(,h).
