Mr. Maurice Benson
May 1, 2003
Page 3
year to achieve remedial action cleanup levels is closer to 2033 rather than
2014. Please discuss in the report how the additional 19 years of operation
and maintenance will increase the remedy's originally planned costs.
Additionally, please discuss in the report how the extended cleanup time will
affect the existing RAOs, and if there is a need to modify the RAOs or the
remedy to account for the unplanned operation and maintenance of the
treatment systems for an additional period of 19 years.
Specific Comments:
1.) Page 4-1, section 4.1.1.1, first sentence; Please identify in the report the third
action taken in 1987 besides the two non-time critical removal actions taken
in the North/South Balloons in the same year.
2.) Page 4-3, section 4.1.2.2, third sentence; Please correct the formatting issue
with the break between the paragraphs in the report.
3.) Page 4-3, section 4.1.2.3, second sentence; The sentence states that
discharge to the percolation ponds negatively affected plume capture in the
CA. Please discuss in the report how the planned installation of the
percolation pond in the North Balloon (NB) will affect plume capture.
4.) Page 4-8, section 4.1.2.11; Please discuss in the report the benefits,
applicability, and costs associated with implementing a phased aggressive
pump-and-treat approach in both the CA and NB. The aggressive pump-and-
treat approach has been proposed as an option several times in various
ground water reports by DLA/DDJC, but never adequately addressed the
regulatory teams past comments regarding implementation of such a system.
5.) Page 4-31, section 4.4.7; Please indicate in the five-year review when the first
report containing the annual inspection forms for the South Balloon's
institutional control sites will be released to the regulatory agencies.
6.) Page 6-2, section 6.2.4; Please specify in the report the number of people
that comprise the "community contacts mailing list" and "all the addresses
surrounding the depot."
7.) Page 6-2, section 6.2.6; In the report, please specify whether the next
Community Update Forum will occur before the end of the five-year review
period which ends in August 2003, so the community members may have an
opportunity to comment on the review process.
8.) Pages 7-4, 7-5, 7-6; MWs 417B, 418C, 437B/C, 4438, 445B/C, 437B/C,
5088, 511C, 517B, 521B and 522C are showing significant increasing TCE
trends. With so many monitoring wells showing increasing trends, please
state in the report whether the remedy is still protective of human health and
