SPECIFIC COMAMNTS <br /> 1. Section 2.2.3, Geology and Hydrology, Page 3: The Work Plan indicates that local <br /> hydraulic gradient of groundwater, normally to the northwest, has been impacted by <br /> pumping from the extraction wells. However, the Work Plan does not discuss how the <br /> groundwater gradient has changed or how the current hydraulic gradient of groundwater <br /> has been affected by site activities. In addition, the Work Plan should discuss how the <br /> potential impact the percolation pond may have on plume migration will be evaluated. <br /> Please clarify these issues. <br /> 2. Section 4.0, Field Investigation Approach, Page 3: There is no indication how <br /> inclement weather such as rain will be handled. Such events can affect the Phase I and <br /> Phase 11 test by adding additional water that is not part of the test (especially Phase II). <br /> Please clarify this issue. <br /> 3. Section 4.1.2, Phased Approach,Page 4: The Work Plan states, .....soil samples will be <br /> held, should the design team request a lab percolation test or want to evaluate the soil <br /> types in the recommended design area." Please provide the decision criteria that will be <br /> used to determine which samples will be sent to the laboratory for percolation tests and <br /> which samples will be selected to represent soil types. <br /> 4. Section 4.1.2,Phased Approach,Phase I - Borings/Permeability Testing <br /> Investigation,Page 4: The Work Plan indicates that 17 borings or approximately one <br /> boring per acre will be used to conduct the pilot study. Please provide information to <br /> justify whether the number and locations of the borings will provide a representative <br /> estimate of the permeability across the proposed pond location. <br /> 5. Section 4.3.1, Phase I - Borings/Permeability Testing Investigation,Page 4: The Work <br /> Plan references two procedures that may be followed for conducting the permeability tests <br /> in the boreholes: Designation E-18 and Designation E-19 (U.S. Bureau of Reclamation) <br /> and indicates that an alternative approach to these procedures may be used. Please provide <br /> some discussion as to appropriateness of the E-18 and E-19 procedures and under what <br /> conditions an alternative procedure may be required. <br /> 6. Section 4.3.2, Phase I - Borings/Permeability Testing Investigation, Page 4: The Work <br /> Plan does not address how the test borings will be constructed, designed or installed other <br /> 2 <br />
