Draft Soils FS Report -2- 14 September 1993 <br /> DDRW, Sharpe <br /> 2. The impact of the polychlorinated biphenyls (PCBs) found in a sump at Building 186 to the <br /> PCB and heavy metal ground water contamination in the North Balloon Area. <br /> It should be emphasized that the Board does not wish to have Sharpe reinvestigate all of the NFA <br /> sites, or hinder the progress being made on the remediation of known contaminant source areas. <br /> The Board is concerned that unidentified source areas may exist that could continue to degrade <br /> ground water quality and prolong the remedial actions that are proposed or underway for cleanup of <br /> the groundwater. Source control is rudimentary to any meaningful ground water cleanup action. <br /> Available information is not presented or is inadequate to support NFA decisions in the Draft Soils <br /> FS Report. Therefore, it is premature to proceed with a Site-Wide Comprehensive Record of <br /> Decision (ROD). A document addressing the 110 NFA sites, as well as the dry wells and Building <br /> 186 sump, must be prepared. The Draft Soils FS addresses the 17 contaminated sites and an <br /> Operable Unit (OU) ROD could be prepared so that remediation of these sites can proceed. <br /> Preparation of a NFA document should not interfere with the progress being made on remediation of <br /> these 17 sites. <br /> Due to the magnitude of information that must be summarized or collected, we are willing to <br /> consider revision of the schedule so that the NFA document may be prepared prior to finalization of <br /> the Site-Wide Comprehensive ROD.
