MEMORANDUM •
CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD - CENTRAL VALLEY REGION
3443 Routier Road, Suite A Phone: (916) 255-3000
Sacramento, CA 95827-3098 CALNET: 8-494-3000
TO: enia K. J. Vorster FROM: James Taylor
or WRC Engineer Associate Engineering ologist
DATE: 4 May 1993 SIGNATURE:
SUBJECT: THIRTY PERCENT/DRAFT SUBMITTALS FOR CENTRAL AREA OPERABLE UNIT 1 (OU-1)
REMEDIAL DESIGN, DEFENSE DISTRIBUTION REGION WEST (DDRW), SHARPE, SAN
JOAQUIN COUNTY
I have reviewed the above referenced submittals received 5 March 1993. These
documents were prepared by Montgomery Watson (M-W) for the U. S. Army Corps of
Engineers (CoE) and include the following 30 percent submittal items:
► Remedial Design Report and Analysis
► Technical Specifications
► Plans
The 30 percent submittals are first in a series of submittals which will include 60,
95, and 100 percents Remedial Design documents. Along with the submittal of
remedial design documents, copies of draft, draft final , and final work plans will
be prepared and submitted for review. The draft plans reviewed include the
following:
► Service Contract Document, Personnel Training Plan, Operation and
Maintenance Plan
► Construction Quality Assurance Plan
► Field Sampling Plan, Groundwater Monitoring Plan
► Health and Safety Plan
► Remedial Action Work Plan
Also reviewed with the 30 percent/draft submittals are the Response to Comments on
the Draft Final Pre-Design Technical Summary Report, Remedial Design Work Plan,
Draft Work Plan Addendum, and Health and Safety Plan Addendum. Most of our concerns
have been addressed in the Response To Comments without significant changes to the
Summary Report, however, the Army Environmental Center' s (AEC) involvement and role
in the Remedial Design (RD) activities still needs to be clarified. Specifically,
AEC is overseeing the construction and testing of the extraction and injection
wells. The Remedial Design Plans do not address the coordination between the CoE
and AEC with respect to the RD. We expect that DDRW, Sharpe will provide the
assurance that the RD work conducted by AEC will be transmitted to and incorporated
by the CoE.
Overall , the reports in this submittal contain the basic elements needed to proceed
with the 60 percent design phase. My comments on the 30 percent, and draft plan
submittals referenced above, are listed below.
