Service Contract Document, Page 3-1, Section 3.4.0.1; This section states that air emissions monitoring shall be performed as described in the Field Sampling Plan (FSP) to verify compliance with 95 percent mass removal of VOC emissions. Air emissions monitoring is not covered in the FSP. 3. Personnel Training Plan, Page 1-1, Section 1 .0.0.1; This section refers to Figure 1-1, location map. Figure 1-1 is missing from this document. 4. Operations and Maintenance Plan, General ; We are pleased that the Substantive Waste Discharge Requirements (SWDRs) are referenced and that the reports and monitoring will be based on these requirements. 5. Operations and Maintenance Plan, Page 5-5, Section 5.3.0.4; The last sentence in this section needs clarification. The logistics of moving from the Prove-Out Phase (POP) to Full-Scale Operation with Remedial Project Manager's (RPM) concurrence needs to be discussed among the RPMs. The Board would prefer that the treatment system remain operational rather than shutting the system down, as proposed. Draft - Construction Quality Assurance Plan No comments. Draft - Field Sampling Plan, Groundwater Monitoring Plan 1 . Groundwater Monitoring Plan, General ; We concur and are pleased that the SWDRs are referenced and that groundwater treatment system monitoring (Table 2-2) will be based on these requirements. 2. Groundwater Monitoring Plan, General ; Clarification is needed on when and how monitoring proposed for the RD will be included with the ongoing monitoring of the North and South Balloon Interim Remedial Measures (IRM) systems to develop a comprehensive monitoring program for the final OU-1 Remedial Action. 3. Groundwater Monitoring Plan, General ; Performance well monitoring is proposed to evaluate the injection well field (Table 2-1) . The plan specifically proposes that injection well monitoring will occur between injection well clusters 1 and 2 and clusters 2 and 3. We question whether this proposal is sufficient to monitor all effects from the injection well field. We believe that a proposal with associated work plans is needed to assure that the performance well monitoring network is adequate. The performance wells for the injection system should be discussed at the next RPM meeting and any agreed upon changes should be included in the 60 percent design reports.
