The logistics of moving from <br /> the Prove-Out Phase (POP) to Full-Scale Operation with Remedial Project <br /> Manager's (RPM) concurrence needs to be discussed among the RPMs. The <br /> Board would prefer that the treatment system remain operational rather than <br /> shutting the system down, as proposed. <br /> Draft - Construction Quality Assurance Plan <br /> No comments. <br /> Draft - Field Sampling Plan, Groundwater Monitoring Plan <br /> 1 . Groundwater Monitoring Plan, General ; We concur and are pleased that the <br /> SWDRs are referenced and that groundwater treatment system monitoring <br /> (Table 2-2) will be based on these requirements. <br /> 2. Groundwater Monitoring Plan, General ; Clarification is needed on when and <br /> how monitoring proposed for the RD will be included with the ongoing <br /> monitoring of the North and South Balloon Interim Remedial Measures (IRM) <br /> systems to develop a comprehensive monitoring program for the final OU-1 <br /> Remedial Action. <br /> 3. Groundwater Monitoring Plan, General ; Performance well monitoring is <br /> proposed to evaluate the injection well field (Table 2-1) . The plan <br /> specifically proposes that injection well monitoring will occur between <br /> injection well clusters 1 and 2 and clusters 2 and 3. We question whether <br /> this proposal is sufficient to monitor all effects from the injection well <br /> field. We believe that a proposal with associated work plans is needed to <br /> assure that the performance well monitoring network is adequate. The <br /> performance wells for the injection system should be discussed at the next <br /> RPM meeting and any agreed upon changes should be included in the 60 <br /> percent design reports. <br />
