State Of California
M E M 0 R A N U M
To: James Taylor Date: 4/23/93
Reg-5 Sacramento
Jose M. Boria, Associate IH; DAS
From: STATE WATER RESOURCES CONTROL BOARD
901 P STREET, SACRAMENTO, CA 95814
MAIL CODE G8
Subject: Site Health and Safety Plan-Sharpe Depot, Lathrop, CA
Defence Distribution Region West
Operable Unit One, Central Area
I have reviewed the health and safety plan prepared for the
U.S. Army Corps of Engineers, Huntsville Division, Huntsville,
Alabama by Montgomery Watson for the above Department of
Defence Installation. The plan is comprehensive and therefore
addresses the major elements required by the Hazardous Waste
and Emergency Response Operations regulation [HAZWOPER] , Title
8 CCR 5192 (b) (4) . However, a few minor points of contention
were found.
1. The table on pg. 4-2 incorrectly identifies "Herbicide" as a
symptom of acute exposure to bromacil. Herbicide is a chemical
classification and not a symptom of exposure.
2 . Section 11. 3 Site Communication. The emergency evacuation alarm
should not be an either or situation as stated in the last sentence
of that paragraph. It should be loud and distinctive enough to be
heard over all other noises and sounds on site.
