a problem DDRW can step out of the process and streamline the <br /> cleanup of those sites . They would like to have a removal <br /> action, interim ROD, or specific area ROD. DTSC stated if the <br /> process is accelerated there will still be a community/public <br /> comment period. <br /> Central Area Plant: <br /> The design contract for the Central Area Plant was awarded to <br /> James M. Montgomery last fall. CoE is awaiting the first <br /> submittal of design drawings and the safety and health plan. It <br /> is hoped to advertise a bid for construction of the Central Area <br /> plant, through the CoE Sacramento Office, sometime in August <br /> 1993 . Construction has been planned to commence in <br /> November/December 1993 . It will take about one year to construct <br /> the plant. <br /> The Central Area plant has a design requirement to pump 350 <br /> gallons per minute (gpm) , but willbe designed for 500 gpm to <br /> allow for future need if necessary. It was originally speculated <br /> that two plants would be required; one plant to treat the shallow <br /> zone and one to treat the deeper zone. Based on modeling results <br /> it is intended to design for two plants . One with a capacity of <br /> 50 gpm in the A Zone and one with a large capacity to treat all <br /> three zones (A, B, and C) . The deviation of this process is to <br /> proceed with construction of the B-C Zone plant with additional <br /> design capacity to treat the A Zone water and future need. It <br /> was felt money could be saved in the process and still meet the <br /> discharge limits . The plant will be operated and if the <br /> requirements can be met, DDRW will stay with one plant. If WDRs <br /> are not met, then the second plant will be constructed. CoE is <br /> currently exploring three options of discharge: ( 1 ) injection <br /> wells injecting back into the proper zone, (2 ) discharging via <br /> percolation ponds, and (3 ) tying the effluent discharge to the <br /> cogeneration plant. <br /> TRC Charter: <br /> The TRC Charter was reviewed. It was requested that all <br /> attendees review the charter and return any comments to DDRW by <br /> February 20, 1993 . <br /> Miscellaneous : <br /> DDRW stated TRC meetings will be held on a quarterly basis or as <br /> information becomes available. RWQCB asked attendees if there <br /> was a preference whether the meetings be during the day or <br /> evenings . DDRW stated they had verified this with the attendees <br /> and there was no preference. RWQCB stated they were amenable to <br /> 4 <br />
