Environmental Protection Division Building S-108, Sharpe Facility Defense Distribution Region West Lathrop, California 95331 SCHEDULE EXTENSION REQUESTS Dear Mr. Haines: On February 23, 1993 , the Department of Toxic Substances Control (Department) received from Defense Distribution Region West, Sharpe Facility (Sharpe) extension requests for the Annual Progress Report and the Draft Soils Operable Unit (OU) Feasibility Study (FS) . Those requests are addressed separately below. ANNUAL PROGRESS REPORT Sharpe requested a fifteen-day extension to March 16, 1993, for submittal of the Annual Progress Report. The Department has no objection to this minor delay. SOILS OU FS Sharpe has requested a sixty-day extension for submittal of the Draft Soils OU FS. That extension was discussed at the February 3, 1993, Remedial Project Managers' meeting. As was indicated at that meeting, the Department approves of the proposed extension. Therefore, the Soils OU FS is now due on July 1, 1993 . The Department's review of Sharpe's Draft Soils OU FS extension request letter noted some possible discrepancies in the proposed review and approval schedule. Sharpe has indicated that the Final FS will be submitted 30 days after receipt of the agencies' comments. It is my recollection that Sharpe intended to use the 60 days allowed by the Sharpe Federal Facility Agreement (FFA) . Please clarify this issue. Also, the finalization time for the Draft Record of Decision (ROD) appears to be longer than that allowed by the FFA. This issue should also be clarified. The Department would like to finalize the ROD within 30 days of submittal of the Draft Final, per the FFA. Q)
