Haines, P.E. <br /> Environmental Protection Division <br /> Building S-108, Sharpe Facility <br /> Defense Distribution Region West <br /> Lathrop, California 95331 <br /> SCHEDULE EXTENSION REQUESTS <br /> Dear Mr. Haines: <br /> On February 23, 1993 , the Department of Toxic Substances <br /> Control (Department) received from Defense Distribution Region <br /> West, Sharpe Facility (Sharpe) extension requests for the Annual <br /> Progress Report and the Draft Soils Operable Unit (OU) <br /> Feasibility Study (FS) . Those requests are addressed separately <br /> below. <br /> ANNUAL PROGRESS REPORT <br /> Sharpe requested a fifteen-day extension to March 16, 1993, <br /> for submittal of the Annual Progress Report. The Department has <br /> no objection to this minor delay. <br /> SOILS OU FS <br /> Sharpe has requested a sixty-day extension for submittal of <br /> the Draft Soils OU FS. That extension was discussed at the <br /> February 3, 1993, Remedial Project Managers' meeting. As was <br /> indicated at that meeting, the Department approves of the <br /> proposed extension. Therefore, the Soils OU FS is now due on <br /> July 1, 1993 . <br /> The Department's review of Sharpe's Draft Soils OU FS <br /> extension request letter noted some possible discrepancies in the <br /> proposed review and approval schedule. Sharpe has indicated that <br /> the Final FS will be submitted 30 days after receipt of the <br /> agencies' comments. It is my recollection that Sharpe intended <br /> to use the 60 days allowed by the Sharpe Federal Facility <br /> Agreement (FFA) . Please clarify this issue. Also, the <br /> finalization time for the Draft Record of Decision (ROD) appears <br /> to be longer than that allowed by the FFA. This issue should <br /> also be clarified. The Department would like to finalize the ROD <br /> within 30 days of submittal of the Draft Final, per the FFA. <br /> Q) <br />
