Box 960001
Stockton, CA 95296-0710
RECORD OF DECISION (ROD), DEFENSE DISTRIBUTION REGION WEST (DDRW), SHARPE, SAN
JOAQUIN COUNTY
We have reviewed the ROD for Operable Unit No. 1 (OU-1) at DDRW, Sharpe which was
transmitted to our office on 15 January 1992. Our review consisted of a comparison
of the ROD to the 30 December 1992 letter from the Environmental Protection Agency
(EPA) , which provided language to be incorporated into the text of the ROD,
revisions to Table 8 (aquifer cleanup levels) and the directive to include the
Substantive Waste Discharge Requirements (SWDRs) as an attachment to the ROD. The
ROD was revised to include these changes.
We are pleased that Sharpe incorporated our major concerns regarding the SWDRs and
the three-dimensional (3-D) model into the ROD. On 20 January 1993, the ROD was
signed by the Executive Officer of the Regional Board. The ROD was subsequently
forwarded to the Department of Toxic Substances Control for review and signature.
We commend Sharpe for acknowledging our State Applicable or Relevant and Appropriate
Requirements (ARARs) including the Porter-Cologne Water Quality Control Act, the
Basin Plan and State Water Resources Control Board Resolution No. 68-16 in the ROD.
We believe that Sharpe has taken a step forward in improving the relationship with
the Regional Board. We hope that Sharpe will continue to work with the Regional
Board in this same manner for the Site-Wide Feasibility Study.
If you have any questions, please call me at (916)255-3069.
CAMILLA WILLIAMS
Engineering Geologist
CKW:cw
Enclosure
cc: Mr. Craig MacPhee, U.
