INFORMATION SHEET <br /> WASTE DISCHARGE REQUIRMENTS ORDER NO. R5-2002-0213 <br /> U.S. DEPARTMENT OF DEFENSE <br /> DEFENSE LOGISTICS AGENCY <br /> DEFENSE DISTRIBUTION DEPOT SAN JOAQUIN <br /> SHARPE GROUNDWATER REMEDIATION SYSTEM <br /> SAN JOAQUIN COUNTY <br /> VOCs from groundwater, but some naturally-occurring inorganics are present in DDJC-Sharpe's <br /> discharge at concentrations which may adversely affect surface water quality. <br /> From the GWTPs, piping conveys the treated groundwater to the El Paso Energy holding tank <br /> located on the south end of the Sharpe facility. El Paso Energy co-generation plant may use up to <br /> approximately 0.72 mgd of treated groundwater each day. Effluent which is not used by El Paso <br /> Energy is discharged from the holding tank to the storm sewer system that discharges via Outfall <br /> 001 to the South San Joaquin Irrigation District Canal. The Central Area treatment system also <br /> includes optional piping to the on-site injection wells and percolation ponds as specified in the <br /> Addendum to the January 1993 Remediallnvestigation/Feasibility Study at DDRW-Sharpe Site, <br /> Record of Decision, Operable Unit 1. <br /> Previous Order <br /> DDJC-Sharpe has been discharging treated groundwater under Waste Discharge Requirements <br /> (WDR's) Order 95-258, which was adopted on 8 December 1995. DDJC-Sharpe submitted a <br /> Report of Waste Discharge (RWD) on 1 June 2000 to renew this Order. <br /> Discharge Characteristics <br /> The RWD and Draft FFA Annual Progress Report (URS, December 2001) described the treated <br /> groundwater discharge volumes as follows: <br /> Average Total Daily Flow(12/00 to 11/01): 0.913 million gallons per day(mgd) <br /> Average Daily Flow to SSJIDC (12/00 to 11/01): 0.713 mgd <br /> Combined GWTP Design Flow: 1.9 mgd <br /> Average Temperature: 21.5 °C summer, 20.0°C winter <br /> Previous Order 95-258 included an average daily flow limit of 1.152 mgd. The Discharger <br /> requested an increase in the average daily flow to 1.9 mgd to accommodate all design flows from <br /> all three GWTPs, including the Central Area GWTP. Effluent design flows from the Central Area <br /> GWTP were not previously considered in the daily average flow limitation. <br /> Receiving Water <br /> Treated groundwater is discharged via the facility stonn drain to the South San Joaquin <br /> Irrigation District (SSJID) Canal. The SSJID Canal is a constructed agricultural drain, which <br /> collects and receives tailwater and other irrigation return flows, along with stormwater during rain <br /> events. The SSJID Canal runs adjacent to the Western Pacific railroad tracks, and flows from <br /> south to north along the eastern edge of the DDJC-Sharpe facility. Approximately 1.5 miles north <br /> of the DDJC-Sharpe facility, the SSJID Canal empties into French Camp Slough. At the <br /> confluence between the SSJID Canal and French Camp Slough there are no significant barriers to <br /> aquatic organism movement or migration. French Camp Slough subsequently flows northeast, <br /> discharging to the San Joaquin River southwest of Stockton. Absent the discharge of treated <br />
