Box 960001 <br /> Stockton, CA 95296 <br /> DRAFT REMEDIAL ACTION REPORT, SITE-26, AREA 6, DEFENSE DISTRIBUTION <br /> DEPOT SAN JOAQUIN— SHARPE SITE, SAN JOAQUIN COUNTY <br /> California Regional Water Quality Control Board, Central Valley Region (Regional Water <br /> Board) staff has reviewed the report entitled: Draft Operable Unit 2 Metals Remedial Action <br /> Report, Site-26, Area 6, (Report) dated 30 October 2007. URS Group Inc., (URS) prepared <br /> the Report on behalf of Defense Logistics Agency San Joaquin (DESJC) formerly the <br /> Defense Distribution Depot, San Joaquin (DDJC), for work that was performed at their <br /> Sharpe site in Lathrop, San Joaquin County. The purpose of the Report is to present a <br /> summary of the characterization and removal of metals-contaminated soil beneath <br /> Site 26, Area A, and to seek concurrence from the US Environmental Projection Agency <br /> (EPA), the California Department of Toxic Substances Control (DTSC), and the Regional <br /> Water Board that the remedial action has been completed. The Regional Water Board <br /> concurs. <br /> In February 2007, DESJC submitted a Technical Memorandum prepared by URS entitled: <br /> DDJC—Sharpe, Site-26, Area 6, Results of Excavation Confirmation Sampling and Waste <br /> Disposal Characterization, dated 12 February 2007. The purpose of the Technical <br /> Memorandum was to seek concurrence from EPA, DTSC, and the Regional Water Board <br /> that the removal action had been completed and the excavation could be backfilled. DTSC, <br /> EPA, and Regional Water Board staff concurred in electronic messages dated March 14, 15, <br /> and 16, 2007, respectively. On 2 April 2007, the Regional Water Board followed the <br /> electronic message with a review letter. <br /> SUMMARY OF 12 FEBRARY 2007 TECHNICAL MEMORANDUM <br /> This section is a Regional Water Board staff summary of the removal action, first presented <br /> in our review letter dated 2 April 2007 for the 12 February 2007 DESJC Technical <br /> Memorandum. <br /> Prior to excavation activities, a length of railroad track was removed and stored for later <br /> reinstallation.
