Mr. Marshall Cloud
February 6, 2008
Page 4
expected to help define the plumes off-site lateral and vertical extents in
round two sampling. Thus, any changes to the proposed decision logic or
well monitoring frequencies should be postponed until all CPT data are
collected and reviewed.
During the January 28, 2008 DESJC-Sharpe Decision Logic Meeting, DTSC
presented an alternative Ground Water Monitoring Frequency Decision Logic
Tree to DESJC-Sharpe developed by the California Base Closure
Environmental Committee (CBCEC). The committee was formed by
representatives from DTSC, the Water Board, U.S. EPA Region IX, and the
U.S. Departments of Army, Navy, Air Force and Department of Defense
(DoD). The CBCEC Ground Water Monitoring Frequency Decision Tree is
widely accepted and implemented at DoD installations nationwide. DTSC
recommends that DESJC-Sharpe use the CBCEC Decision Tree as guidance
in refining its proposed 2008 well monitoring decision logic to better facilitate
future discussions with the regulatory agencies. The CBCEC Ground Water
Monitoring Frequency Decision Tree is attached for reference.
13.The regulatory agencies were notified during the January 16, 2008 Remedial
Project Managers meeting that Defense Distribution Depot San Joaquin
would be formally changing its name to DESJC effective immediately and that
all future correspondence from DESJC-Sharpe would reflect the change.
DTSC requests that DESJC-Sharpe identify if it intends on updating all future
reports and deliverables, including text, and, if so, identify an implementation
date.
Conclusion
The regulatory agencies are still awaiting the results from the ongoing CPT
investigation fieldwork that is anticipated to help define both the lateral and
vertical extents of on-site and off-site TCE/PCE plumes for the North Balloon,
Central Area, and South Balloon, and will help refine DESJC-Sharpe's
conceptual site model. Discussions regarding changes to the proposed decision
logic or well monitoring frequencies should be postponed until all CPT data are
collected and reviewed by the regulatory agencies.
