The report summarizes performance data for the
groundwater extraction and treatment systems and presents the results of the treated
groundwater discharge sampling events taken from October 2006 through
September 2007. DTSC has reviewed the report and has the following comments:
Comments
1. Figure 1.2; The figure presents the South Balloon (SB) and North Balloon
(NB) boundaries by some arbitrary dashed lines with no supporting rationale.
As previously defined in the 2002 Remedial Action Report for Institutional
Controls at the South Balloon Area, the SB is defined as the area south of the
centerline of South Crane Way. Please amend the Annual Progress Report
for consistency in presenting site boundaries. If DESJC plans to formally
change the boundaries for the SB and NB, the change should be in the form
of a work plan with the new boundaries recorded and documented by a
California Licensed Land Surveyor and accurately depicted on future Federal
Facilities Agreement Annual Progress Reports and any other applicable
report.
2. Page 2-7, Section 2.5.5.3, SB; Monitoring well (MW) MW418 B/C vertical
gradients should be discussed in this section since the well accounts for the
highest concentration of trichloroethene (TCE) in the SB.
