Box 960001 <br /> Stockton, CA 95296 <br /> DRAFT FFA ANNUAL PROGRESS REPORT, DEFENSE DISTRIBUTION DEPOT SAN <br /> JOAQUIN SHARPE SITE, LATHROP, SAN JOAQUIN COUNTY <br /> California Regional Water Quality Control Board, Central Valley Region (Regional Water <br /> Board) staff has reviewed the November 2007 Draft FFA Annual Progress Report: <br /> October 2006 Through September 2007 (Draft Report). URS Group Inc. (URS) prepared <br /> the Draft Report on behalf of Defense Logistics Agency Enterprise Support San Joaquin, <br /> California (DESJC) for the Defense Distribution Depot Sharpe Site (Site), located in <br /> Lathrop, California. <br /> Section 15 of the Site Federal Facility Agreement (FFA), effective 15 June 1990, as <br /> amended 25 October 1991, requires DESJC to prepare a "Ground Water Monitoring <br /> Program" and submit quarterly and annual written progress reports to the U.S. <br /> Environmental Protection Agency (USEPA), California Department of Toxic Substances <br /> Control (DTSC), and the Regional Water Board. Also, Section 15 empowers DESJC, <br /> USEPA, DTSC, or the Regional Water Board to propose changes to the routine Ground <br /> Water Monitoring Program, subject to review in accordance with Section 12, and dispute in <br /> accordance with Section 13 of the FFA. <br /> Pursuant to Section 15.5 of the FFA, DESJC has proposed changes to the Ground Water <br /> Monitoring Program in the Draft Report. Specifically, they propose changes to the <br /> monitoring well sampling frequency Decision Logic, last changed in January 2004. The <br /> proposed changes are significant and would result in a 26 percent reduction in the number of <br /> groundwater samples collected and analyzed for constituents of concern (CDCs) annually. <br /> The sampling frequency of 111 wells would be reduced, 76 wells increased, and 159 wells <br /> not changed. Quarterly sampling of 30 monitoring wells, 13 potable wells, and 3 non- <br /> pumping extraction wells would be reduced. Of these, 33 wells would be sampled semi- <br /> annually, 9 wells annually, and 4 wells no longer sampled.
