Mr. Marshall Cloud • - 3 - • 9 January 2008 <br /> Defense Distribution Depot San Joaquin <br /> documents the field activities (summarized above), excavation surveying activities, backfilling <br /> activities, and waste disposal activities. <br /> A professional land surveyor surveyed the lateral and vertical extent of the excavation, the <br /> location of soil confirmation samples, the volume of the excavation, and established finished <br /> grade for backfilling. The excavation was backfilled with 130 tons of clean aggregate base <br /> material by placing and compacting successive 6-inch layers. Compaction test results are <br /> presented in the Report. <br /> During excavation activities, 9 soil roll-off bins were filled with metals contaminated soil and <br /> railroad ballast. Samples were collected from the bins and sent to a chemical analysis <br /> laboratory for required waste characterization for disposal at the appropriate classified off- <br /> site waste disposal facilities. <br /> Metals remain in soil beneath Site S-26 at concentrations acceptable for industrial use, <br /> which is the designated land use. DDJC proposes to incorporate Institutional Controls into <br /> the final remedy for Site S-26 by presenting them in a ROD amendment or Explanation of <br /> Significant Differences. Also, DDJC will conduct annual inspections of the site and present <br /> the results in the Five-Year Review Reports. <br /> Regional Water Board Staff concur with DDJC that the remedial action at Site S-26, Area 6 <br /> has been completed. DDJC should proceed with preparation of the Final Remedial Action <br /> Report as soon as comments are received from EPA and DTSC.
